Juvenile Court Administrator

This position is responsible for directing and managing all operations of the divisions of Juvenile Court and Juvenile Drug Court in coordination with and under the general direction of the Judges of Juvenile Court.

Key responsibilities include:

• Developing and directing the implementation of new and revised policies, establishing goals, standards, objectives, and procedures.
• Overseeing the preparation of the Department's annual program plans, to ensure compliance with Federal and State statutes, rules, and regulations.
• Supervising, monitoring, evaluating, and managing non-clerk staff employed with the court.
• Administering, developing, and directing the preparation of annual and supplemental budgets; presenting budget proposals to the county's budget committee and City Council.
• Directing, managing, and monitoring financial operations of the Court, maintaining oversight over the fund balance of two fiscal budgets in addition to preparing and submitting data and financial.
• Reviewing and approving all purchasing and financial transactions by employees of the Juvenile Court.
• Reviewing and processing payment of all invoices for attorneys serving in court as counsel or guardian ad litem.
• Reviewing and processing payment of all invoices for third-party vendors who provide services to the Court.
• Negotiating and implementing all contracts, intergovernmental agreements, and MOU's entered by the court.
• Serving as Grant Director, applying for grants, and preparing and submitting data and formal reports.
• Overseeing the operation of the CHINS program.
• Coordinating with the Office of the Clerk of the Juvenile Court to ensure compliance with laws regarding Juvenile Court records.
• Serving as the principal liaison with Judges, Court personnel, vendors, federal, state, and local court, government, and grant agencies.
• Attending weekly Court staff meetings, with the Juvenile Court Judges and Clerk of Court.
• Coordinating with the Clerk of Juvenile Court regarding scheduling conflicts for attorneys and appointed attorneys for delinquency and dependency cases.
• Implementing new programs to improve the operation of all divisions of the Court.
• Addressing and responding to policy and procedural inquiries and complaints from employees, members of the public, and other governmental agencies.
• Receiving payment of supervision fees and restitution as ordered by the court and disbursing such funds in the manner authorized in the order.
• Receiving payment of supervision fees as ordered by the Court for delinquent child or child in need of services.
• Coordinating training requirements for the Clerk of Juvenile Court and Court Administrator as well as the Judges and other court personnel.
• Representing the Juvenile Court in the community by serving on boards and committees dealing with youth and juvenile justice issues.
• Performing other duties as assigned by Juvenile Court Judges.
• Performing other related job duties as assigned.

Knowledge, skills, and abilities required include:

• Knowledge of JCATS, GCIC, Financial Advantage Systems, Personnel Action System (specialized computer programs used to complete job duties).
• Knowledge of the federal and state laws.
• Knowledge of management and supervisory skills.
• Knowledge in grant writing, reporting, and budgeting.
• Skill in problem solving and decision making.
• Skill in oral and written communication.
• Skill in the operation of a computer, use of specialized computer programs for completion of work.
• Skill in organization and networking.
• Ability to understand, interpret, and train others in the meaning and application of Georgia laws, rules, and regulations and procedures necessary to perform duties.
• Ability to answer questions and resolve problems, usually associated with the local court systems.

Minimum educational and training requirements include:

Bachelor's Degree in Criminal Justice, Business Administration, Public Administration or related field is required. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years experience or service.

Physical requirements include:

• Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
• Talking 1- expressing ideas by spoken word.
• Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
• Visual Acuity 2 - color, depth perception, field of vision.
• Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
• Walking - on foot to accomplish tasks, long distances, or site to site.

The work is typically performed in an office, library, or computer room.
