ResponsibilitiesConduct on‑site surveillance of construction contracts to ensure compliance with plans, specifications, safety requirements, and quality standards.Perform three‑phase inspections, review contractor quality‑control reports for accuracy, and complete daily Quality Assurance (QA) reports in the Resident Management System (RMS).Monitor construction activities to identify conflicts between plans, specifications, and field installations; provide recommendations to project engineers for resolution.Document project activities, incidents, potential disputes, and claims in QA reports and maintain accurate contract documentation in the Paperless Contract File (PCF).Coordinate with contractors, subcontractors, project engineers, using agencies, and facility occupants to resolve construction and installation issues.Ensure construction progress is maintained and work is performed in accordance with sound engineering practices and contract requirements.Review project plans and specifications before and during construction to identify constructability concerns, physical obstructions, and potential construction challenges.Provide technical support by reviewing contractor submittals and shop drawings and recommending approval or disapproval actions.Prepare and maintain contract administration data, including progress reports, pay estimate information, stored material quantities, and percentages of completed work.Compile project documentation and prepare close‑out packages for Transfer and Acceptance of Real Property.Investigate the need for contract modifications and change orders by conducting field measurements, preparing estimates, drafting proposed changes, and supporting negotiations.Identify and report issues that may result in contractor claims or disputes and assist with resolution efforts.Inspect construction work areas to ensure contractor compliance with U.S. Army Corps of Engineers safety requirements and approved Accident Prevention Plans.Identify unsafe conditions and practices, notify contractor representatives of deficiencies, and document corrective actions in daily reports.Conduct labor compliance interviews with contractor employees to ensure adherence to applicable labor laws and regulations.Conditions of EmploymentAppointment may be subject to a suitability or fitness determination based on a completed background investigation.This position may require TDY 15% of the time.Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration.Proof of U.S. Citizenship is required.A 1‑year probationary period is required during which the agency evaluates fitness and performance.Direct Deposit of Pay is required.Eligibility for benefits depends on position type and whether the position is full‑time, part‑time, or intermittent.QualificationsEducationForeign education credentials must be evaluated and deemed equivalent to a U.S. accredited program, or full credit must be granted.Specialized ExperienceServes as the Construction Control Representative.
