Position Purpose

Performs semiskilled tasks related to the construction, maintenance, and repair of water and sewer systems; installs, maintains, and records water meters; and operates related equipment. Work may also require frequent interaction with the public.

Responsibilities

• Install and remove private water and sewer connections, mains, meter pits, hydrants, valves and water meters.
• Repair, clean, and maintain mains, valves, hydrants, catch basins, manholes, sidewalks, stop boxes.
• Install, repair and replace water meters, turns services on/off; inspects meters; resolve complaints; and report issues.
• Record water meter readings using electronic devices, inspect for leaks, defects, tampering or bypassing. Ensure accurate monthly meter reading for customer billing; manually read up to 400 meters if automated systems are unavailable.
• Construct catch basins, manholes, curbs and sidewalks, including setting forms and finishing concrete.
• Cleans catch basins, sewers and manholes; apply treatments such as deodorizer, root killer, and pest control as required.
• Perform routine maintenance and inspections of hydrants and water valves; document results in logs and spreadsheets.
• Operate a variety of tools, vehicles, and equipment including compressors, hydraulic tools, boring/tapping machines, sewer cleaning equipment, hydro-excavators, trucks, and loaders.
• Backfill water and sewer excavations with the proper materials after maintenance work is complete.
• Shut off fire hydrants unlawfully opened during hot weather; interact with the public in a professional manner.
• Locate and stake all water and sewer mains, any and all appurtenances of the water distribution system and sewer collection systems by field measurement or with electronic devices, when necessary, in accordance with the one call Miss Dig System.
• Assist with various tasks in the yard and stock room operation as needed.
• Report field issues and unusual conditions to the Utilities Foreman for follow-up.
• Performs other related duties as assigned.

Qualifications

• High School diploma or GED equivalent.
• Minimum 6 months working as a manual laborer.
• One year of underground construction experience preferred.
• Must possess a valid State of Michigan Commercial Driver's License (CDL) Group A with air brakes and N endorsement within two (2) months of starting training.
• Must possess and maintain Michigan Department of Environment, Great Lakes, and Energy Drinking Water Operator Certification, Level S-4. If not in possession at date of hire, must secure certification within 24 months from hire date.
• Ability to learn and use GIS software and water/sewer data collection applications.
• Ability to carry out oral and written instructions and to work from water/sewer maps and utility prints.
• Ability to learn how to locate water/sewer systems by conducting field measurements or with use of electronic devices.
• Ability to learn one call Miss Dig System.
• Must be able to operate various motor vehicles, including a pickup truck and 1-ton dump truck, and be willing to learn the safe operation of a 26,000-pound GVW dump truck with trailer, as well as backhoe and loader equipment.
• Must have acceptable attendance record.

Work Environment

Work is primarily performed in outdoor weather conditions with frequent exposure to moving mechanical parts; work is occasionally performed in high, precarious places; occasional exposure to fumes or airborne particles and blood borne pathogens. Protective equipment such as Self-Contained Breathing Apparatus, respirators, masks, goggles, hearing protection, and gloves may be required. Typical noise level is very loud (e.g. jackhammer or industrial environments).

Physical Demands

• Continuously exerts up to 25 pounds of force; frequently exerts up to 50 pounds of force; and occasionally exerts up to 100 pounds of force.
• Frequent standing, walking, sitting, climbing stairs and ladders, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms, pushing or pulling, gross manipulation and driving of city vehicles.
• Standard vision, with the ability to perform tasks involving close and distance vision, depth perception, color identification and peripheral awareness.
• Ability to hear standard and detailed information through oral communication and to make fine distinctions in sound.
• Ability to express ideas clearly and provide detailed instructions accurately, loudly, and/or quickly.
• Ability to detect odors as necessary to the position.
• This position must be available to respond to emergency situations that require attention outside of standard working hours.
