The IT Capability Leader is a strategic and operational leader responsible for architecting and driving the SDLC/Agile discipline capability within the global IT organization. This role requires excellent communication skills for both the business and IT organization to achieve shared goals. This leader ensures that all IT delivery disciplines-including Project Management, Scrum Masters, Business Analysis, Quality Assurance, Architects, Development, Data, and Solution Support-operate with peak performance and consistency within the organization.

The role demands visionary leadership, fostering a culture of collaboration, innovation, and continuous improvement. The IT Capability Leader partners closely not only within IT but also across business units to ensure delivery practices, processes, and outcomes are fully aligned with enterprise goals and evolving business needs. This leader drives the adoption of emerging technologies, including illumifin's AI roadmap, empowering teams to integrate innovation in a responsible, value-driven manner while establishing strong processes and accountability frameworks that ensure predictable, efficient, and high-quality delivery across all digital initiatives. The IT Capability Leader is accountable for defining success metrics and setting discipline expectations. This role must be able to inspire, guide, direct, and hold other leaders to the highest standards of quality, partnership and delivery excellence to meet the defined goals and metrics.

Organizational and People Leadership

  • Lead each discipline leader in the development and execution of a comprehensive global talent strategy for each discipline, ensuring optimal skill mix, clear roles, and progressive career paths to support enterprise delivery needs and aligned with 18-month rolling roadmaps
  • Build an accountable relationship with the business and develop a culture of teamwork, partnership and shared goals
  • Build and maintain competency frameworks and targeted training programs that drive excellence in all SDLC delivery frameworks
  • Cultivate a collaborative, learning-oriented culture that values efficiency, innovation, and quality
  • Develop and implement Process and Standards Management in the capability area
  • Lead and hold accountable the documentation and continuously improvement of delivery processes, templates, and best practices across all disciplines
  • Ensure a standardize Agile and waterfall practices across all teams, ensuring consistency in processes, tools and performance measures
  • Implement governance and quality control mechanisms to uphold high delivery standards across products, projects, and programs
  • Lead and hold leaders accountable for identifying and implementing opportunities to streamline delivery workflows through AI, automation, and modern delivery tools
  • Evaluate and deploy emerging technologies that enhance productivity, accuracy, and cross-disciplinary collaboration
  • Serve on and actively participate on ARB or Control sub-committee
Delivery Enablement
  • Guide and influence Operations Product Managers by aligning technology and business priorities through clear communication, translating technical complexity into business value, and building trust through collaboration
  • Champion continuous improvement across the development life cycle, backlog refinement, and quality gates
  • Proactively remove systemic impediments that hinder efficiency or slow delivery cycles
  • Establish metrics and track performance, including throughput, quality, and automation adoption
  • Support process audits and champion compliance with regulatory and security requirements.
  • Foster a culture of built-in quality and technical excellence, ensuring solutions meet current and future business needs.
  • Own internal and external stakeholder engagement and communication for respective area
  • Serve as a key liaison between technical teams, business stakeholders, and executive leadership, ensuring alignment of delivery objectives with organizational strategy
  • Communicate progress, risks, and opportunities with clarity and transparency, enabling informed decision-making at all levels
  • Bachelor's degree in information technology, Computer Science, or related field
  • Minimum of 15 years' experience managing multi-disciplinary technology teams (BA, QA, Dev, Data, Scrum Masters, PM and operations) within large, complex organizations
  • 5+ years' experience with direct people leadership responsibility
  • Previous experience in Policy Administration in the insurance industry managing policies, benefits and claims is strongly preferred
  • Proven success implementing and operating within a Scaled Agile or lean portfolio management environment
  • Proven experience in process optimization, automation, and the use of AI or other emerging tools to improve delivery performance
  • Expert knowledge of software development life cycle (SDLC), QA methodologies, data management and solution support
  • Strong understanding of DevOps, CI/CD, and agile metrics
  • Ability to analyze workflows, identify inefficiencies, and drive measurable improvement
  • Strategic yet execution-focused, with a passion for operational excellence and innovation
  • Experience managing, maintaining and deploying home grown systems as well COTS solutions
  • Strong communication skills

The base salary range for this role is $175,000-$200,000 depending on experience and qualifications plus bonus.
