Summary: The Engineering Technician II provides technical support for design, inspection, and documentation of projects impacting the Columbus Water Works (CWW) water distribution and sanitary sewer systems located on Fort Benning. This role ensures construction and testing activities meet CWW standards, project specifications, and applicable codes. The position contributes to the consistent and high-quality management of CWW-owned utility systems within the Fort Benning military base under CWW's utility ownership and management contract.
Skills and Requirements

Education & Experience

  • High school diploma or GED with three (3) or more years of relevant utility experience required.
  • A bachelor's degree in a technically related field may be considered in lieu of utility experience.
Technical Knowledge
  • Knowledge of construction and civil engineering practices as applied to water and wastewater utilities.
  • Ability to read, interpret, and review engineering plans and construction documents.
Tools & Software
  • Proficiency in computer applications including word processing, spreadsheets, and database entry.
  • Familiarity with GIS and CAD tools preferred.
Licensing & Certifications
  • Must possess a valid driver's license and maintain a good driving record.
  • Must obtain and maintain certifications as required within one (1) year of being in role:
  • First Aid and CPR
  • OSHA 10-hour card
  • Level 1B NPDES permit
  • Competent Person Certification (through CWW training)
  • Georgia Utility Foreman License preferred

Responsibilities
  • Review plans, drawings, and designs for compliance with CWW standards, specifications, and applicable codes.
  • Perform water and sanitary sewer inspections, testing, and acceptance in accordance with CWW and Fort Benning requirements.
  • Prepare and issue testing certificates required for project closeout and base acceptance.
  • Confirm construction is executed in accordance with approved plans and authorize minor field adjustments as needed.
  • Coordinate with the Fort Benning Project Engineer, contractors, and internal departments to ensure project quality and timely communication.
  • Maintain accurate field records and documentation within CWW systems, including inspection reports, testing data, and project logs.
  • Keep detailed redlined construction drawings throughout the project and submit them to the Fort Benning Engineer at project completion for record drawing generation.
  • Coordinate with the CWW GIS team to report field conditions that differ from mapped system data.
  • Respond to inquiries from contractors, developers, and Fort Benning personnel regarding water and sewer standards and procedures.
  • Attend preconstruction, progress, and design meetings as required to support coordination and project understanding.
  • Observe and enforce CWW safety policies and procedures on all field activities.
  • Collaborate with team members and external partners to promote continuous improvement and operational excellence.
  • Provide technical support to internal and external customers in alignment with CWW Purpose, Vision, and Values.
  • Perform other duties as assigned to support departmental and organizational goals.
Physical Demands
  • While performing the duties of this job, the employee is required to walk, stand, sit, stoop, kneel, crouch, bend, climb, balance, or crawl; use hands and arms; talk and listen.
  • Specific vision abilities required include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
  • Repetitive movement using equipment is involved; must be physically able to walk several miles during the day.
  • Must regularly lift, carry, and/or move up to 10 pounds and occasionally up to 25 pounds; assistance is required above those amounts.
Work Environment
  • Employee will be regularly exposed to moderate or high noise levels, extreme weather, uneven or slippery terrain, dust, and wet or humid conditions.
  • Employee will be exposed to moving mechanical parts and heavy equipment operation.
  • Employee will be subject to roadway hazards (traffic) and outside hazards (e.g., poison ivy, bees, animals).
  • Employee may be required to enter confined spaces including sewer manholes, vaults, and protected trenches.
