Military Analyst/ Operational Environment OE Training Developer

Description:

We are looking for a highly experienced Military Analyst to serve as an Operational Environment (OE) Training Developer to support the Security Force Assistance (SFA) Training support services contract at the Maneuver Center of Excellence (MCoE), Fort Benning, GA. The ideal candidate will have the expertise, experience, skills, and necessary credentials to support instructional and OE support services for the Combat Advisor Training Course.

The candidate will support various PWS task areas, including:

  1. Instructional Support: Delivering the Combat Advisor Training Course (CATC) programs of instruction in accordance with Army validated and TRADOC TOMA-approved course documents, training materials, and adult learning methodologies. Support includes updating and revising learning products in accordance with TRADOC regulation 350-70 and related pamphlets.
  2. Operational Environment (OE) Support Services: Develop, revise, and maintain learning products, scenarios, and training materials to facilitate OE understanding, focusing on battalion-level training. This includes scenario and product development.
  3. Emulation Support: Provide emulation services to enable realistic training and rehearsals that portray regional environments and individuals.
  4. Operational Environment Support: Establish and portray designated operational environments to support scenario training objectives, including scenario planning, development, training, fabrication, site setup, recovery, lessons learned, and scenario management.

Support also includes After Action Reviews, report preparation, and documentation.

Required Qualifications:

  1. Minimum 12 months served as a brigade or battalion commander in an Army or Marine maneuver unit.
  2. Minimum 12 months served in combat as a staff officer or commander in a maneuver BCT (Army) or Task Force (Marine).
  3. In-depth and current understanding of the Army's Security Force Assistance Brigade missions, functions, and structure, including U.S. Army and Joint operational doctrine.
  4. Ability to analyze, organize, and integrate collected data into training systems and Programs of Instruction (POIs).
  5. Deep understanding of the Decisive Action Training Environment (DATE), threat force doctrine, and tactics.
  6. Experience in building and executing DATE-compliant training materials such as lesson plans, vignettes, scenarios, operational orders, and concepts.
  7. Knowledge of culture, customs, and TTPs, using the PMESII-PT model for realistic OE research and refinement.
  8. Experience at the senior level developing and delivering training, integrating operations with intelligence, and conducting government research, especially in Security Force Assistance, Counterinsurgency, and Stability operations.
  9. At least two years' experience in OE scenario design and development.
  10. Working knowledge of Army/TRADOC doctrine and regulations for curriculum development and delivery.
  11. Exceptional writing skills and experience briefing leadership.
  12. OE depiction in accordance with AR 350-2 and FM/TC 7-100 series manuals.
  13. Experience working with other cultures and acting out nonverbal cues realistically.
  14. Proficiency in ADP equipment and standard desktop publishing software, including Microsoft Office Suite.
  15. Relevant military or civilian experience in exercise development and training material creation for a nine-week course.
  16. Bachelor's degree equivalent to the GS-1750 career field, with knowledge of TRADOC Regulation 350-70 and outcomes-based curriculum design.
  17. Minimum three years' experience in systems approach training/curriculum development, understanding of TRADOC G27 TBR, visual design, instructional methodologies (ADDIE), and Army regulations.
  18. Security Clearance: Secret.
