Job Details

This position is responsible for performing management and engineering duties in the direction of the Traffic Management Division.

Responsibilities include:

1. Assisting the Assistant Engineering Director in planning, assigning, and supervising the work of the Traffic Engineering Division.
2. Preparing the annual Budget, approving procurements, monitoring expenditures, and overseeing projects.
3. Managing traffic signal operation and maintenance, ensuring proper operation, routine maintenance, and timely repairs; responding to public inquiries concerning traffic signals.
4. Regularly retiming traffic signals and systems, performing timing calculations, supervising timing input, fine-tuning, and preparing Measures of Effectiveness (MOE) reports.
5. Conducting transportation studies such as volume/turning movement counts, accident histories, travel time, congestion management, MUTCD Signal warrant studies, traffic impact studies, and street lighting.
6. Preparing reports, resolutions, ordinances, bid specifications, RFPs, and providing technical assistance to committees and agencies.
7. Engaging with citizens, developers, engineers, and the public on various projects.
8. Continuously improving operations and work processes, fostering cooperative and customer-driven service.
9. Performing other related duties as assigned.

Qualifications and Knowledge:

• Knowledge of Traffic and Civil Engineering principles and practices.
• Knowledge of installation, maintenance, and repair of traffic signals, ITS, and related devices.
• Understanding of federal, state, and local transportation standards.
• Intermediate mathematical skills including geometry and trigonometry.
• Familiarity with the Manual on Uniform Traffic Control Devices.
• Effective budgetary, managerial, and supervisory skills.
• Ability to collect field data, analyze statistically, and recommend improvements.
• Proficiency with computers and software such as MS Office, databases, and traffic signal programming.
• Ability to read and program traffic controllers, operate ITS devices, and analyze traffic data for timing adjustments.
• Leadership skills to manage and review work of subordinates.
• Ability to work independently, prioritize, meet deadlines, and coordinate with other departments.
• Experience in street lighting design and review.

Minimum Requirements:

• Bachelor's degree in Traffic/Civil Engineering, Transportation Planning, or related field.
• Two to three years of professional Traffic Engineering experience, including signal design and timing.
• At least two years of progressively responsible supervisory or managerial experience.
• Valid driver's license issued by Georgia or Alabama, or ability to obtain within 60 days.
• Professional Engineer registration preferred.

Physical and Work Environment:

The role involves desk work and fieldwork, with physical activities including lifting, handling, and visual inspections. Physical abilities required include balancing, feeling, grasping, hearing, kneeling, lifting, manual dexterity, pulling, pushing, reaching, repetitive motion, speaking, stooping, talking, visual acuity, and walking. Work may be performed in various weather conditions and involves exposure to machinery and moving traffic, requiring protective gear and safety precautions.
