SUMMARY: The Leak Detection Specialist is responsible for leak investigations and inspections along with meeting monthly mileage goals, locating leaks using specialized leak detection equipment, as well as downloading and analyzing results captured in field, responding and taking necessary action on problem calls, responding to Distribution calls in a timely manner, routinely working alongside Field Services Supervisors, inspects and making repairs in field, coordinating with GIS department for field maps, completing various work reports to include month end rep01iing, notifying customers of work and leaks affecting service and performing other duties as assigned. Tactfully respond to customers' inquiries and complaints in a timely manner and is subject to rotating call to respond to after-hours customer request and emergency conditions. Work is performed under the general supervision of the Water Accountability Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Includes the following but not limited to:

  • Knowledge of the maintenance and repair of water meters, pipes, mains, fire hydrants and valves.
  • Ability to use independent judgement to analyze problems and determine solutions.
  • Coordinates with the Customer Advocacy Manager, Water Accountability Manager, Meter Maintenance Manager, Field Services, Customer Service department and/or Accounting/Billing department as necessary to ensure timely and effective resolution of customer service request/orders.
  • Serves as a technical advisor, related to the distribution and collection network, including valve configuration(s), meter configuration(s), infrastructure location and other pertinent information to support routine and emergency maintenance activities.
  • Reports to supervisor violations of the rules and regulations governing consumption and conditions that may necessitate a customer billing adjustment.
  • Tactfully respond to customers' inquiries and complaints. Subject to on-call duty rotation when needed.
  • Read water consumption and records the volume used by residential and commercial customers.
  • Works with Water Accountability, Customer Advocacy and Meter Maintenance departments in coordinating and administratively supporting programs.
  • When needed drives truck on established route and takes reading of meter dials and/or automatic meter reading equipment.
  • Verifies readings to locate abnormal consumption and records reason for fluctuations.
  • Change out meters and repair leaks as need.? Ability to read and interpret plans, maps and as-built drawings.
  • Repairs leaks, makes pressure checks and inspects services. Troubleshoots and maintains AMR/AMI Connectivity. Downloads meter usage technical report and deciphers information.
  • Uses computerized meter equipment. Test small and large meters using testing bench equipment. Perform leak detection activities to support overall water loss control program.
  • Generates reports of various types on weekly, monthly, and quarterly schedule.

QUALIFICATIONS REQUIREMENTS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Knowledge of principles and practices of Water Distribution and Wastewater Collection, as applied to water works utility. Ability to operate computerized equipment. Ability to deal with customer and employee concerns in an effective manner. The requirements listed below are representative of the knowledge, skills, and abilities required. EDUCATION AND/OR EXPERIENCE:
High school diploma or GED is minimum requirement. A minimum of three years of Leak Detection experience required, thorough knowledge of the distribution system to include Columbus and Ft Benning and experience working on meters or water distribution projects required. Extensive oral and written communication skills required; Moderate computer skills including, MS Office 365 (Word, Excel, Outlook), CIS Infinity, Neptune 360, GIS, and Leak Detection Software are required. Ability to lift and/or move up to 50 pounds required. Must be able to receive First Aid and CPR certifications within one year of employment. Must be able to respond to after-hour calls and occasional on-call rotation required. Must have a valid driver's license and a good driving record required.

LANGUAGE SKILLS:
Ability to read, analyze and interpret operating and maintenance instructions, safety procedures, standard operating procedures, schematic drawings, etc. Ability to write reports, effectively present information and respond to questions from managers, customers or the general public. This position provides data and receives input from a wide range of audiences including, customers, executive management, and other CWW employees.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate figures and amounts such as proportions, percentages, area, circumference and volume. Ability to compute rate, ratio, and percent and to draw and interpret various graphs and charts.

REASONING ABILITY:
Ability to evaluate job requirements based on written, oral or schematic instructions and to translate the instructions into a work order format. Ability to make recommendations for the solution of practical problems based on various types of data input.

CERTIFICATES, LICENSES, REGISTRATIONS:
Valid Driver's License, First Aid/CPR, Confined Space Entry, Backflow Prevention.
